SIPs for the
new 2005 PM 2.5 NAAQS are due in 2010.
EPA withdrew its “Pretend its PM-10” guidance in 2009
creating immediate
problems in implementing the new standard and obtaining permits. There are new SIP
proposals, new regulations
on the way, new measurement issues, and new permitting challenges for
fine
particulate and SOX and NOX emissions.
